（1）政治讲话稿。指在研究和解决政治问题的会议上发表讲话，或在群众集会上发表政治宣传色彩浓厚的演讲所使用的稿子。如国家领导人及各级党政部门负责人在一定场合宣传贯彻党和国家方针政策的讲话稿，各级人民代表及纪检监察委员以议政为主要内容的发言稿，以及外交官员发表外事演说的稿子等，均属政治讲话稿。政治讲话稿要求观点鲜明、论述充分、逻辑严密，具有强烈的论辩色彩。

（2）礼仪讲话稿。指在纪念会、追悼会、开幕式、闭幕式、欢迎会、宴会等场合发表悼念、答谢以及应酬性的讲话所用的稿子。

（3）以动员、布置工作和总结、交流工作经验为目的的讲话所用的稿子。这类讲活，通常又称为“作报告”。如“传达报告”———传达上级的指示精神；“动员报告”———为开展、推动某项工作而发表的讲话；“总结报告”———领导同志在工作总结会上的讲话，等等。（4）社会生活问题讲话稿。指就社会生活中的现象和问题进行分析评论的讲话稿。既可以从社会生活的各个领域选题，也可以围绕一个中心问题作专题讲述。

（5）学术讲话稿。指在数、理、化、农、医、工等自然科学领域和哲学、历史、文学、经济、法律等社会科学领域，就某些学术问题在会议上发表见解，阐明主张，公布研究成果所用的讲话稿。教师讲课时所用的讲稿，也属于这一类。

二、格式

讲话稿一般由标题、称谓、正文等部分构成：

1、标题

（1）有的标题标明讲话时间、地点、讲话人身份，如《同志在二轻系统深化经济改革工作会议上的讲话》；

（2）标明中心思想，如《对经济工作的几点意见》；

（3）提出问题，如《理顺价格体系的关键何在》等。标题要醒目，忌晦涩；有新意，忌粗俗，这样才能有吸引力。

2、称谓

即根据不同的听众对象首先发出的称呼，如“同志们、朋友们”，“妇女们、先生们”，“教师们、同学们”等。称谓要贴切、富有礼仪，这样有利于更好地沟通彼此的感情。

3、正文

正文包括引言、主体、结尾三部分。引言亦称开场白，是讲话稿开头部分。开场白不宜过长，但需精心设计，有一个好的开场白，讲话者从一开始就能主动而有效地控制听众情绪，为引入正题打下基础。

主体亦称本论，是讲话稿的中心部分。这一部分要紧紧围绕中心议题展开论述，在材料编排上，要注意以下几点：一是要中心鲜明，论点突出，做到一以贯之，即全篇幅一个中心论点；二是要讲究条理，前后材料编排要符合表达中心论点的需要；三是要严谨，做到点线相连，不枝不蔓；四是观点与材料、论点与论据要统一；五是奇正相生，把趣味性材料与论证材料巧妙安排，做到庄谐合一。

结尾亦称收尾，即收结全文，归纳主题。除此外，还可最后一次打动听众，把听众的情绪推向高潮。结尾一是要“结住”，不要狗尾续貂，“再”说上几句；二是要结的“漂亮”，结尾时的风格一般有两种：一种是以坚定有力的语言向听众发出号召、提出希望或要求、给听众以巨大的鼓舞；一种是以谦敬的语言向听众致谢或致谦，也可以意尽言止，自然结尾。

三、相关要求

撰写讲话稿要遵循以下写作要求：

（1）了解情况、有的放矢

怎样写好讲话稿？简单地回答：需要讲什么就写什么，因为讲话稿是为发表讲话准备的。要想真正弄清楚需要讲什么和需要怎么讲，就一定要了解情况。

首先要了解听众。发表讲话，是讲话人向听众传播信息或做宣传、教育、鼓动工作的过程，也就是与听众沟通的过程。不了解听众，怎么谈得上与之交流沟通呢？因此，写作讲话稿，无论是亲自执笔，还是让别人代笔，都要先做一番调查研究工作，弄清楚听众是些什么人，他们关心什么问题，想了解什么情况，要澄清哪些疑问，他们认为最重要的关键在哪里，他们的思想状态、文化水平、理解和接受能力又怎样。只有把这些调查研究工作做好了，对听众的心思和特点有数了，才能有的放矢，写出听众想听、爱听、听了入耳、动心、动情的讲话稿。

写讲话稿还要了解讲话人和会场，要考虑讲话人的身份、特点和场合。一个人都是有多重身份和不同特点的。例如，在单位是领导，在家里是一个丈夫和父亲，到街上又是一个普通行人。因此，亲自执笔写讲话稿，就要考虑自己是以什么身份和面貌出场讲话的；如果替别人写讲话稿，还要弄清讲话人的.文化素养、政策理论水平、演讲经验和能力、讲话习惯和风格等等。此外，还应摸清以下情况：这是什么内容性质的会议，要研究解决什么问题，还有什么人要发表别的内容的讲话，讨论的情况怎样，会场的气氛怎样，是什么样的会场。总之，只有弄清楚听众、讲话人和会场三方面的情况，才能通盘加以考虑，更准确地确定应当讲什么和怎么讲，使所写的讲话稿适应讲话的需要，符合讲话的要求。

（2）中心突出、观点鲜明、富有新意

突出中心、观点鲜明、富有新意，也是写好讲话稿的一条重要原则和基本要求。中心，既指文章或讲话的主题、基本观点，也指全篇的中心内容。只有突出中心、观点鲜明，用观点统帅内容，内容中又渗透着观点，听众才能对你表达的内容和观点留下深刻的印象。要突出中心，就要注意“思维导向”。所谓“思维导向”，是指引导听众的思想，把他们的注意力引向某一方面和目标———讲话稿内容的“中心”。这就是说，讲话稿从始至终都要围绕着“中心”写，所有内容的表达和组织安排，都要为讲清基本情况和基本观点服务，在讲清情况的同时阐明观点，不要有任何内容脱离或偏离 “中心”。因此，读完这篇文章，人们就能认识党八股的危害，明白为什么和怎么反对这股不正之风的道理，从而留下深刻印象。这种“围绕中心”的写法，向我们提供了一条组织文章内容的基本法则：文章无论长短，都要用一根主线贯穿全篇，把各部分原来互不相关的内容联系起来，形成一篇结构完整的文章。这根主线就是文章的“中心”，文章的主题。有的人写篇幅较长的讲话稿内容面面俱到，不分主次，没有中心，缺少贯穿全篇的主线，显得“散”、“乱”，其原因，就在于尚未掌握这一法则的奥秘。

观点鲜明，是指要敢于亮明观点，敢讲真话。讲话稿是用来面对听众的，这种面对面的交流方式要求讲话人把自己的思想直接暴露出来，公之于众。如果不表示赞成什么，也不表示反对什么，吞吞吐吐，含糊其辞，听众就会不满足，甚至感到受了愚弄，认为你在耍滑头。敢亮观点的前提是自信，相信自己讲的正确，有道理。否则，连自己都不相信，还要讲出来让别人相信，岂不是愚弄听众！还要敢讲真话，讲真实观点，真实情况。敢讲真话的前提是相信群众，相信自己所讲的群众能够理解和接受；相信“群众是真正的英雄”，是不能欺骗，也是欺骗不了的，因此决不能讲假话。抱着自信和相信群众的态度，写出敢于亮明真实观点的讲话稿，讲话的成功就有了基本保证。

亮明观点、讲真话，都要能讲出新意。所谓“新意”，即指要讲出新情况、新事实、新材料、新观点、新见解，也指能从一个崭新的不同角度谈一个老问题。总之，讲话稿内容要新鲜，要能谈出新意来，才能吸引听众，给人以新启示、新的教益。那种拾人牙慧、入云亦云、充满尽人皆知的陈词滥调、没有一点新鲜货色的讲话稿，听众听了一定会打瞌睡。

（3）晓之以理、动之以情

写讲话稿要学会说理，要把道理讲明白，达到晓之以理，以理服人的目的。

在讲话稿中所讲的道理和说理的方法，要适应听众听讲的需要。总的要求是：要把符合符合国家的方针、政策和法律，符合人民群众利益的道理讲“活”，让听众容易理解和接受；不要干巴巴的说教，少讲空洞的大道理。越是面对基层普通群众，越要注意说理的生动、形象和通俗，要多用比喻、对比等方法说理，要多举群众熟悉、日常看得见摸得着、感受深刻的具体实例来说理。注意分析过程的逻辑性也很重要，富有逻辑是一种强大的力量。在讲话稿中所举例证要恰当，要与提出的观点严丝合缝、和谐统一；要注意分析有步骤、有层次、有条理，不可匆忙地提出观点，武断地得出结论：要善于引导听众的思路跟着你的分析过程走，觉得无可置疑，自然而然，口服心服地赞同你的结论。此外，有些讲话稿还要讲究说理的战斗性，方法是：既从“正面”说理，又从“反面”说理。所谓从“反面”说理，是要针对听众中的疑问，特别要针对反面的观点，采用设问、反驳等方法，将人们的误解和疑惑一一澄清，将明显错误甚至反动的谬论彻底驳倒，以更加证明自己观点的正确。这种反证的说理方法，在论辩性的演讲稿中，应当更多地加以采用。

（4）讲究语言、写出特色

写作讲话稿，语言首先要通俗易懂，不能过于艰深、生僻。例如，使用专业性很强的词汇要慎重，必须使用时，要加以通俗的解释；也不要使用易生歧义的词语，以免听众听不懂或产生误解。

其次，要求语言上口入耳、生动形象。上口入耳就要讲究句式，要多用简洁的短句，不写修饰成分过多的长句，以免讲起来拗口，听起来费劲；还要注意音节匀称和词句的声调变化，使语言朗朗上口、入耳动听。要善于运用比喻、对比、排比、拟人、夸张、衬托等修辞手法，使语言生动形象。

讲话稿要能写出特色。所谓“特色”，一是指能适应不同听众的特点。例如，对知识分子讲话要注意文雅，对农民讲话要尽量说“大白话”，对青年讲话要富有朝气，等等。

二是指能写出讲话人说话的特点。讲话稿要能体现出讲话人讲话的风格，或直率，或含蓄，或幽默，或严肃，或放达豪爽，或温文尔雅，做到“文如其人”。

总之，从内容到语言都有特色的讲话稿，才能吸引人，给人以深刻的印象。现在讲话稿的语言比较普遍的毛病是：语言乏味，不够生动活泼，不是板起面孔的 “干部腔”，就是咬文嚼字的“知识分子调”，缺乏特色。
